Free Solar Panels in Wales – Can You Actually Get Them?
Yes, it is possible to get solar panels installed for free in Wales – but only if you meet specific eligibility criteria. The two schemes that fund free installations are the ECO4 scheme and the Warm Homes Nest programme. Both are designed for low-income and vulnerable households. If you do not qualify for either, there are still ways to reduce the cost significantly.
The Short Answer
Free solar panels in Wales are real, but they are not available to everyone. The funding is targeted at households most likely to be experiencing fuel poverty. You typically need to be receiving means-tested benefits or have a household income below £31,000, and your property needs a low EPC rating.
If you do qualify, the installation is genuinely free – there is no catch, no repayment, and no ongoing obligation. The funding comes from either energy suppliers (ECO4) or the Welsh Government (Nest), not from the installer.
Route 1: Free Solar Panels Through ECO4
The ECO4 scheme is a UK government programme that requires large energy suppliers to fund energy efficiency upgrades in eligible homes. It has been running since April 2022 and closes to new applicants on 31 December 2026.
ECO4 can cover 100% of the cost of solar panel installation, but there is an important condition: solar panels cannot be installed on their own. The scheme uses a “Whole House Approach,” meaning your home must also receive other energy efficiency measures such as insulation or a heating system upgrade alongside the solar panels.
Properties with electric heating systems (storage heaters, panel heaters or heat pumps) are the most likely to qualify for solar panels under ECO4.
ECO4 Eligibility
You may qualify if you meet one of these criteria:
- You receive a means-tested benefit (Universal Credit, Pension Credit, Housing Benefit, Child Tax Credits, Income Support, ESA or JSA)
- Your household income is below £31,000 (through the LA Flex route)
- You have a health condition worsened by living in a cold home
- You are in fuel debt or have been disconnected from a prepayment meter
Your property must also have an EPC rating of D or lower. Homes rated E, F or G qualify most easily. You need to be the homeowner or a private tenant with your landlord’s written consent.
Route 2: Free Solar Panels Through Warm Homes Nest
Nest is a Welsh Government scheme that has been running since 2011, spending over £251 million and helping more than 66,000 households with free energy efficiency improvements. Unlike ECO4, Nest is funded entirely by the Welsh Government rather than energy suppliers.
Nest provides free impartial energy advice to all households in Wales – you do not need to qualify for anything to get advice. If you are eligible for free home improvements, the scheme can fund solar panels, insulation, heating systems and more at no cost to you.
Nest Eligibility
To qualify for free home improvements through Nest, you must meet all three conditions:
- You own your home or rent privately with your landlord’s consent (local authority and housing association tenants are not eligible)
- You are on a low income (below 60% of the UK median) or receiving a means-tested benefit
- Your home has an EPC rating of E or less – or D or less if someone in your household has an eligible health condition

Can Pensioners Get Free Solar Panels in Wales?
Yes, if they meet the eligibility criteria for either scheme. Pensioners receiving Pension Credit are automatically eligible for ECO4. Those on a low income who do not receive Pension Credit may still qualify through the LA Flex route or through Nest.
Pensioners are often among the most likely to qualify because they tend to live in older, less energy-efficient properties and are more vulnerable to the effects of living in a cold home. Most households in Wales will not qualify for completely free solar panels. The schemes are deliberately targeted at those in the greatest need. But that does not mean solar is unaffordable. There are several ways to reduce the cost:

Are Free Solar Panels Worth It?
If you qualify, absolutely. There is no financial downside to receiving a funded solar installation. The panels become part of your property, the electricity they generate is yours to use, and you can earn money through the Smart Export Guarantee for any surplus you export.
