Solar Panel Grants Wales 2026 – Every Scheme Explained

There are several grants, funding schemes and financial incentives available for solar panels in Wales. Some cover the full installation cost. Others offer interest-free loans or tax savings. This guide explains every current option, who qualifies, and how to apply.

What Solar Panel Grants Are Available in Wales?

Welsh households can currently access four main routes to funded or subsidised solar panel installation. Two are grant schemes that can cover the full cost, one is an interest-free loan programme, and one is a UK-wide tax benefit that applies to everyone.

There is also a fifth scheme – the UK Government’s Warm Homes Plan – announced in January 2026 with a £15 billion budget. However, eligibility details and start dates have not been confirmed, so it is not yet available to apply for.

1. ECO4 Scheme

The ECO4 scheme is the main route to free solar panels in Wales. Funded by large energy suppliers including British Gas, EDF, E.ON and Scottish Power, the scheme has delivered over 38,000 solar panel installations across the UK since 2022.

ECO4 targets homes with low EPC ratings (bands D to G) and uses a “Whole House Approach” – solar panels must be installed alongside other measures like insulation or heating upgrades, not as a standalone measure.

Who qualifies: Homeowners or private tenants receiving means-tested benefits such as Universal Credit, Pension Credit, Housing Benefit, or Child Tax Credits. Households with income below £31,000 may also qualify through the LA Flex route, even without benefits.

How to apply: Contact an ECO4-approved installer who will check your eligibility and arrange a free property survey. You cannot apply directly through your council.

2. Warm Homes Nest Scheme

Nest is a Welsh Government programme that has been running since 2011 and has spent over £251 million helping more than 66,000 households with free home energy improvements including solar panels, insulation and heating systems.

Unlike ECO4, Nest is entirely Welsh Government funded and provides free impartial energy advice to all households in Wales, regardless of eligibility. If you do not qualify for free improvements through Nest, their advisors can help you find other schemes that suit your circumstances.

Who qualifies for free improvements: You must meet all three conditions – you own your home or rent privately with landlord consent, you are on a low income or receiving a means-tested benefit, and your home has an EPC rating of E or less (or D or less if someone in your household has an eligible health condition).

How to apply: Call Nest free on 0808 808 2244 (Monday to Friday, 9am to 6pm). Local authority and housing association tenants are not eligible – contact your landlord directly about energy efficiency improvements.

3. Green Homes Wales

Green Homes Wales is the option for homeowners who do not qualify for free solar through ECO4 or Nest. Run by the Development Bank of Wales, this scheme offers interest-free loans from £1,000 to £25,000 with repayment terms of up to 10 years.

The scheme also provides a free Retrofit Coordinator who visits your home, assesses its energy efficiency, and provides tailored recommendations for improvements. Grant funding may also be available alongside your loan to reduce out-of-pocket costs.

Key benefits: Interest-free borrowing up to £25,000 with a 6-month repayment holiday before payments begin. Eligible measures include solar panels, solar panels with battery storage, solar thermal systems, insulation, and heating upgrades.

Who qualifies: Any homeowner living in their own property in Wales. The property cannot be a new build, listed building, or a rental. All applications are subject to credit and affordability checks.

How to apply: Register your interest through the Development Bank of Wales website. Call Nest first on 0808 808 2244 for free general energy advice – this is a requirement before applying.

Limited funding: Green Homes Wales launched with a £3 million budget for its first full year (2025/26), which is only enough to fund around 120 loans at the maximum amount. Applications are first come, first served. It has been renewed for 2026/27 but demand is expected to be high.

4. 0% VAT on Solar Panels

Every household in England, Scotland and Wales currently benefits from 0% VAT on the supply and installation of solar panels and battery storage. This is not a grant you apply for – the saving is applied automatically by your installer.

For a typical 4.5kW solar system costing around £7,300, the 0% VAT rate saves approximately £1,460 compared to the standard 20% rate. This applies to both residential and commercial solar installations.

The 0% VAT rate is currently confirmed until March 2027.

5. Warm Homes Plan (Coming Soon)

UK Government – £15 Billion Scheme

The UK Government announced this £15 billion programme in January 2026 with the target of upgrading five million homes by 2030. The scheme includes grants for low-income households, interest-free loans for all homeowners, and measures covering solar panels, battery storage, insulation, and heat pumps.

However, the picture for Wales remains unclear. The government has allocated £1.5 billion to devolved administrations in Wales, Scotland and Northern Ireland, but has not confirmed how much of this goes to Wales specifically, what measures it will fund, or when it will be available.

The loan element is unlikely to launch before 2027. We will update this page as details are confirmed.

Other Ways to Reduce the Cost of Solar in Wales

Beyond the grant and loan schemes above, there are additional ways to offset the cost of solar panel installation:

Smart Export Guarantee (SEG) – Once your solar panels are installed, the SEG pays you for surplus electricity you export to the grid. You need an MCS-certified installation and an export meter to qualify. All energy suppliers with 150,000+ customers must offer an export tariff.

Boiler Upgrade Scheme (BUS) – While this does not cover solar panels directly, it provides £7,500 towards heat pump installation for any homeowner in England or Wales, regardless of income. If you are upgrading your heating system and adding solar at the same time, this can significantly reduce the overall project cost.

Mortgage additions – Some lenders offer incentives for solar installation. Barclays, for example, offers £1,000 cashback when you install solar panels or a battery system.

Which Grant Should You Apply For?

On benefits or low income? Start with ECO4 or Nest – both can cover 100% of costs. Call Nest on 0808 808 2244 as your first step. They can assess your eligibility for both schemes.

Not on benefits but want to spread the cost? Apply for Green Homes Wales through the Development Bank of Wales for an interest-free loan of up to £25,000.

Paying upfront? You still benefit from 0% VAT (saving ~£1,500), the Smart Export Guarantee, and potential mortgage incentives. A typical system pays for itself within 6 to 8 years.

Do Solar Panels Work Well in Wales?

Yes. Solar PV generates electricity from daylight, not direct heat or sunshine. Wales receives sufficient daylight hours throughout the year for solar panels to perform well. Most Welsh roofs have a pitch between 30 and 50 degrees, which is suitable for solar installation. South-facing roofs produce the best results, but south-east and south-west orientations are also effective.

A typical solar PV system in Wales generates around 3,000 kWh of electricity per year – close to the average household consumption of 2,900 kWh. Adding battery storage allows you to use more of what you generate rather than exporting it, increasing your overall savings.
