What Is the ECO4 Scheme?

Important: ECO4 uses a “Whole House Approach.” Solar panels cannot be installed as a standalone measure. They must be part of a broader package of energy efficiency improvements, usually including insulation or a heating system upgrade alongside the solar installation.

Properties with electric storage heaters, panel heaters or air source heat pumps are among the most likely to qualify for solar panels under the scheme. If your home uses an electric heating system rather than gas central heating, your chances of receiving solar PV funding increase.

Who Qualifies for ECO4 in Wales?

There are two main routes to eligibility.

Benefits Route

If a member of your household receives any of the following means-tested benefits, you may qualify:

  • Universal Credit
  • Pension Credit
  • Housing Benefit
  • Child Benefit (with annual income below specific thresholds)
  • Child Tax Credits
  • Income Support
  • Income-based Jobseeker’s Allowance
  • Income-related Employment and Support Allowance

LA Flex Route

Even if you do not receive benefits, you could still qualify through Local Authority Flexible Eligibility (LA Flex). This allows councils in Wales to recommend households for ECO4 funding based on:

  • Household income below £31,000
  • Medical vulnerability or health conditions worsened by living in a cold home
  • Fuel debt or disconnection from a prepayment meter
  • Other indicators of fuel poverty
Property requirements: You need to be the homeowner, or a private tenant with your landlord’s written consent. The property should have an EPC rating of D or lower. Homes rated E, F or G typically qualify more easily.

How to Apply for ECO4 Solar Panels in Wales

You cannot apply directly through your local council. The process works through approved installers and agents:

  1. Contact an ECO4-approved installer or agent operating in Wales
  2. They check your initial eligibility based on your benefits and property details
  3. If you pass the initial check, a free property survey is arranged
  4. The installer obtains or reviews your EPC rating
  5. If approved, the installation is scheduled and fully funded through the scheme

The contract for any work is between you and the installer, not the local council. There is no cost to you if you fully qualify.

How Much Could You Save With Solar Panels?

A typical solar PV installation in Wales generates around 3,000 kWh of electricity per year. The average Welsh household uses approximately 2,900 kWh annually, so a well-sized system can cover most of your electricity needs.

Typical savings: A 3kW to 4kW solar panel system can reduce electricity bills by roughly £200 to £400 per year. Larger systems paired with battery storage can save even more by storing surplus energy for evening use rather than exporting it to the grid.

You can also earn money through the Smart Export Guarantee (SEG), which pays you for surplus electricity you export back to the grid.

Other Solar Panel Grants in Wales

ECO4 is the main route for funded solar panels in Wales, but other support exists.

Warm Homes Nest Scheme – This Welsh Government programme has been running since 2011 and has spent over £251 million helping more than 66,000 households with free energy efficiency improvements including solar panels, insulation and heating systems.

Green Homes Wales – Another Welsh Government initiative offering support for energy efficiency upgrades.

Warm Homes Plan – The UK Government announced this £15 billion programme in January 2026 targeting five million homes by 2030. Eligibility details are still being confirmed.

For most households, ECO4 remains the most accessible and established route to funded residential solar panel installation.

Is It Worth Getting Solar Panels in Wales?

Wales receives generous daylight hours throughout the year. Solar PV works on daylight rather than direct heat, so the Welsh climate is suitable for generating solar energy. Most roofs in Wales have a pitch between 30 and 50 degrees, which works well for solar panels. South-facing roofs are ideal, though south-east and south-west orientations also perform well.

If you qualify for ECO4 funding, the installation costs nothing and the savings start immediately. Even without a grant, solar panels remain a strong investment. A typical system pays for itself within 6 to 8 years and continues generating free electricity for 25 years or more.

What Happens When ECO4 Ends?

The scheme closes to new applicants on 31 December 2026. After that, households in Wales will need alternative routes for solar funding.
